Communities Secretary Eric Pickles argues that the new planning measures will ensure empty and underused offices can be swiftly converted into much-needed homes for local people.
The proposals are expected to create jobs in the construction industry and provide significant boost for people in the trades.
Further reforms will also help boost rural communities and create jobs by allowing agricultural buildings to be converted for other business uses.
Buildings no longer suitable or needed for agricultural use could be transferred into new growth-boosting ventures that benefit rural areas, such as shops, restaurants, small hotels and leisure facilities.
Communities Secretary Eric Pickles said: “We want to promote the use of brownfield land to assist regeneration, and get empty and under-used buildings back into productive use.
“Using previously developed land and buildings will help us promote economic growth, provide more homes and still ensure that we safeguard environmentally protected land.
“We are absolutely determined to support people striving to bring life back to their communities and high streets.”
Planning Minister Nick Boles said: “These new changes ensure the very best use is made of our existing buildings to provide new homes and makes sure we get the most use we can out of our previously developed land.
“These changes are an important step in improving the planning system and making sure it is in the best possible shape to swiftly adapt to changes and opportunities that can provide a big boost to the economy.”
President of the Country Land and Business Association, Harry Cotterell, said: “We are very pleased with this announcement. It is something for which we have campaigned for years.
“It offers farmers and land managers the chance to find alternative sources of income by using their redundant agricultural buildings in new ways.
“This will underpin their farming businesses and boost the rural economy by helping to create new jobs and businesses at a time when they are greatly needed.”
Developer Hadley Mace has finalised a deal with the Mayor of London Boris Johnson and the Royal Borough of Greenwich to deliver a £250 million mixed-use scheme in east Greenwich that will create new jobs.
It is anticipated that the first phase of homes and community facilities will be completed by late 2014, with the entire development completed approximately three years later, paving the way for employment in the trades.
David Grover, director of Hadley Mace, said: “This leading scheme will demonstrate the benefits of public private consortium and its impact on a community that has been anticipating investment and re-development for more than 10 years.”
“The partnership between Hadley and Mace came about as a response to the Home and Communities Agency’s quest to find a new way of regenerating neighbourhoods with fresh, innovative thinking and creative investment.
“Acting as delivery partner for the client, and taking control of funding and risk aspects of the scheme, we are offering a full turn-key solution that can be replicated throughout the UK on all public land and any stalled public regeneration scheme.”
The Mayor of London, Boris Johnson, said: “This landmark regeneration scheme is a key part of my commitment to provide much-needed housing and jobs for Londoners by bringing forward public land for development.
“The East Greenwich project will see nearly 30% of homes built with families in mind and the construction of some fantastic new amenities that will help to create a thriving and vibrant community.
“I am delighted the scheme is now storming ahead and is another step closer to delivering what I have no doubt will be an exciting new place for Londoners to live, work and visit.”
Over the next eleven weeks EDF Energy will be consulting on the company’s initial proposals to build the Sizewell C nuclear station next to an existing plant at Leiston
The project is expected to take nine years to complete. EDF said that the scheme could create 25,000 ’employment opportunities’, with 5,600 workers on site at the peak of construction.
EDF also wants to create two park and ride sites, intended for construction staff that will be employed to deliver the multi-million project.
Local people can have their say on areas such as the overall proposals for Sizewell C, a rail, sea and road transport strategy including park and ride sites, accommodation for workers, and the socio-economic effects of the power station construction.
Richard Mayson Director of Planning and External Affairs, Nuclear New Build, EDF Energy, said: “We are looking forward to talking to people in the local communities in Suffolk and with other stakeholders about our proposals.
“Sizewell C would generate enough electricity to supply one in five homes in Britain. It would make an important contribution to the UK’s future needs for low-carbon, secure and affordable energy. The new contract will run for five years with the option of a further two-year extension which is expected to boost the building construction industry.
Lovell will create jobs and training opportunities for local people as part of its commitment to deliver long-term community benefits.
The company has committed to employ apprentices throughout the contract with new apprentices to be taken on as existing apprentices finish their training.
Future improvements planned through the new contract, in line with tenants’ wishes, will include more flexible appointment times for repairs visits, including early morning and evening and Saturday morning appointments.
Simon Medler, managing director for the Lovell repairs and maintenance business, said: “Providing a high-quality repairs service which puts tenants’ needs first has been our priority since taking over the contract and it’s very rewarding to see the success of our approach recognised by our selection as preferred bidder to deliver the repairs service on a long-term basis.”
“We have worked very closely with DGHP and tenants to identify how the service could be improved and have then implemented the changes needed. That process is ongoing and we will build on our achievements through further improvements, ensuring that tenants continue to receive a truly excellent repairs service.”
Building UK’s fifth Center Parcs will boost the construction industry
Work will begin this month and is expected to take 72 weeks – with completion in spring 2014.
The build will provide employment for 1,200 construction workers in the run up to opening in spring 2013, when an additional 1,500 jobs will be created.
The £93m contract includes construction of the buildings for the Subtropical Swimming Paradise, restaurants, spa, 75-bedroom hotel, sports hall, conference spaces, supermarket and other associated buildings.
The project builds on an existing relationship between Center Parcs and Bowmer & Kirkland, which has completed a number of refurbishments at Sherwood Forest in Nottinghamshire.
Bowmer & Kirkland Construction Director, Paul Lomas, said: “This latest award by Center Parcs for a fifth UK village is fantastic news for us. We are proud to be associated with Center Parcs and this will enhance our already impressive record in the leisure sector.”

South Essex College has signed a £33 million contract with Skanska which will see the building of a new 2,500 place student campus in Essex.
Construction of the scheme is set to start immediately with the new learning campus being ready to open in the summer of 2014.
Skanska will be responsible for the construction of three and four storey buildings covering around 150,000 sq ft. It has the target of achieving BREEAM excellent rating and the facility will incorporate rainwater harvesting, air source heat pumps and roof level PV installations.
The project is expected to create hundreds of new jobs in the construction sector.
The new college aims to boost local construction skills and will teach welding, brickwork, carpentry, engineering, mechanical, electrical and plumbing skills.
Following the completion of the new facility, Skanska will undertake landscaping and associated works which will include car parking, cycle storage and external landscaping.

A property development company, Cala Homes, has been given the go-ahead to build 2,000 homes near Winchester which will create new jobs and boost the building industry.
Communities secretary Eric Pickles has approved the developer’s plan for building thousands of new homes at the 230-acre Barton Farm site to the north of Winchester.
The scheme is intended to provide 40% affordable housing. It would make a valuable contribution to local businesses and boost the local economy.
The decision by the Communities Secretary paves the way for Cala to begin developing the site. Plans include the building of around 800 affordable homes, with supporting infrastructure and community facilities to help meet Winchester’s housing needs.
Group land director for Cala, Robert Millar, said: “Local people will benefit greatly from this decision. It will be a major contributor to stimulating the local economy and creating long term jobs.
“It will make a significant contribution to the chronic shortage of affordable housing enabling key workers and other local people to live in their own City.”
Mr Millar said that Cala will be examining the detailed design for each of the phases of this development to ensure the housing scheme is delivered as soon as possible.
Lambeth Borough Council has granted planning permission to Downing Developments to build a 32-storey student accommodation scheme in Vauxhall, South London, which will boost the building industry and create new jobs.
The development will see the building of 553 student accommodation units, a 25-metre swimming pool and leisure facilities which will be open to the public. The scheme will boost local businesses and benefit the construction sector as well as create new jobs in the trades.
The architect for the scheme is Feilden Clegg Bradley Studios. Downing is planning to start work on the site immediately as the scheme is set for completion by 2014.
Downing development director, Paul Houghton said: “The scheme represents a significant investment in the area, not only through the £4.5m swimming pool and leisure facility, but also through the in excess of £1.5m of contributions that will benefit the local area.
“The proposals will redevelop a brownfield site and provide a major boost to local businesses through the increased spend that the students will deliver.”
Downing submitted the planning application in November 2011 following consultation on draft plans with the local community. Following a public exhibition held in September 2011, the size of the swimming pool was increased from 20m to 25m in response to residents’ feedback.
Chief secretary to the Treasury Danny Alexander has announced the creation of a new infrastructure forum which will give business leaders a direct line to government and boost the trades.
Speaking at the Liberal Democrat Conference yesterday, Mr Alexander said the National Infrastructure Plan Strategic Engagement Forum (NIPSEF) will bring government and industry together to help deliver the UK’s infrastructure needs.
NIPSEF is expected to be launched this autumn. It will bring together government and key trade bodies which will work with CITBConstructionSkills, the sector skills council for the industry.
The infrastructure alliance will include the Association for Consultancy and Engineering, the Civil Engineering Contractors Association, the Construction Products Association and the Institution of Civil Engineers.
It will be co-chaired by Mr Alexander and the chief executive of the Association for Consultancy and Engineering, Nelson Ogunshakin.
Mr Ogunshakin said: “The National Infrastructure Plan is the government’s most important strategic programme to deliver infrastructure, the core driver to UK economic growth.
“Delivering such an ambitious programme of infrastructure expansion on this scale means bringing government and industry together to successfully achieve this goal.
“This new National Infrastructure Plan Strategic Engagement Forum will place the expertise of industry at the heart of government to make that happen.”
As part of the multi-million expansion of the co-educational school in Kent, BAM will deliver five new buildings and refurbish several more, bringing extra employment opportunities for people in the building construction sector.
Project director Rod Stiles said that BAM was particularly pleased to help the ‘historic’ school upgrade its facilities and provide work for local construction companies and trade professionals.
He said: “Most of the suppliers and construction workforce will be from Kent and our training programmes will continue to develop new local construction apprentices.”
The school, which became an “Academy with Military Traditions” in September 2010, will increase its capacity from 468 to 722 pupils and provide enhanced study and sport facilities.
BAM’s major project will include demolishing several blocks and building a sports hall, two two-storey teaching blocks and four two-storey junior boarding houses.
The construction firm confirmed today that further remodelling and repair work will take place across the school estate. The project builds on a thriving workload for BAM which in the last decade delivered buildings in Kent worth more than a third of a billion pounds.
Executive Principal, Chris Russell, said: “We are delighted that BAM has been selected to enhance our already extensive school site and facilities. This programme will ensure that the Duke of York’s Royal Military School will remain a leading state boarding academy for many years to come”.
Universities across the UK are planning to spend millions of pounds on new buildings and improve facilities as they are competing to attract more foreign and domestic students – research by the building firm Wates has shown.
Two thirds from all UK universities are going to spend more than £5 million on new construction work. This means that the Higher Education sector will continue to be a major source of work for contractors and trade qualified professionals.
Wates said the research represents different type of Universities. The BBC reported that there are more than 160 higher education institutions across the UK. The research shows that 79% of these have building plans to expand and make significant improvements.
According to the research, a third of universities are considering extensive building plans, some of those include creating new partnerships to modernise science facilities and even build a multi-purpose hotel on campus.
Ian Vickers from Wates told the Construction Enquirer: “Students are being asked to pay more than ever before for a university degree. That means they expect a quality of experience that reflects the high price they are paying.
“In order to remain competitive, universities are therefore looking to deliver modern facilities that have the ‘wow’ factor whilst also encouraging more efficient and collaborative use of space.” added Vickers.

Chancellor of Exchequer, George Osborne, has revealed positive growth figures for the British economy up to 2016, unemployment to fall and the inflation rate to decrease, giving hope to millions of people out of work and boosting businesses across Britain.
The Chancellor said that the Office for Budget Responsibility has revised its forecast figures for growth with an increase of 2% for the next year. Budget 2012 has been described by the Chancellor as a budget rewarding work and encouraging economic growth.
Mr Osborne said that the government will provide funding to upgrade railway lines in the north of England and deal with the lack of airport capacity in the South-East which will create new jobs in the building construction sector.
The Chancellor said: “We want to look at the opportunities for increasing the role of private investment in the road network, learning lessons from the water industry.”
Significant news for the building sector, revealed today in Budget 2012, was the government’s commitment to provide an extra £100 million to improve accommodation for armed forces personnel’s families.
Ten Major UK cities are to receive £100 million to fund 100Mbps superfast broadband in areas where private sector would not normally reach. Those are Belfast, Birmingham, Bradford, Bristol, Cardiff, Edinburgh, Leeds, Manchester, Newcastle and London.
Talking about the renewable energy sector, Chancellor Osborne said that the government will continue with its commitment to support green energy initiatives in the future. However, Mr Osborne said the government will make sure it ensures the fiscal effectiveness of the renewable energy.
Chancellor Osborne said: “I also want to see investment in our world-leading energy sector including renewables,” saying that “renewable energy will play a crucial part in Britain’s energy mix but I will always be alert to the costs we’re asking families, business to bear.”

The man in charge of building the Olympic venue for London 2012, John Armitt, has told Reuters News that this summer’s Olympics will be a great advertisement for Britain’s construction sector.
The Olympic venue was successfully completed both on time and within the £7 billion budget. This serves as an excellent stimulus for boosting British construction and as an example to building companies around the globe.
Armitt, who is a chairman of the Olympic Delivery Authority (ODA) and responsible for the Games infrastructure, believes the Olympic Park in East London will be a great showcase for courtiers around the world to look at the knowledge and the skills of Britain’s building engineering construction industry.
Talking about the legacy of British construction and pointing out the great achievements in the building sector, Mr Armitt said: “British contractors and consultants have been delivering infrastructure around the world for the past 200 years.”
“What this enables them to do is reinforce those credentials in the overseas markets. The Olympics is an opportunity for us to build our self-confidence as a country.”- added Mr Armitt.

Stevenage Borough Council has signed a £26 million housing redevelopment scheme to modernise and improve thousands of council houses in the town by the end of 2015. Building work will begin in June this year, creating new jobs and boosting the local economy.
Appointed contractors, Keepmoat and Wates, have pledged to employ local tradespeople and provide training opportunities for those who want to take part in the project.
The Council has invested a total of £33 million on home improvements. This will make homes more modern and energy efficient. As a result of the scheme, more than 2,200 bathrooms and 3,400 kitchens will be fitted by the end of the investment programme.
Major heating and electrical work will also take place. Some 2,620 heating and 1,918 electrical systems will be updated, creating more employment opportunities for those in the heating and plumbing industry.
Stevenage Borough Council has agreed with both contractors, that as part of the scheme they will invest in similar projects that will benefit the local community.
The Council has also achieved a cash saving of nearly 10%, compared to previous contracts. The money saved will be reinvested in improving more properties to a higher standard than the national average.
Portfolio holder for housing, Cllr Ann Webb, shared a great deal of optimism about the project which will bring real benefits to the whole area by creating new jobs and helping the local community.

Stockton Council is planning to build a new state-of-the-art library and customer service centre to match similar complexes in surrounding areas of Stockton and Thornaby.
The project is one of the largest improvement schemes among other construction projects in town. It brings the council’s investment in the area to more than £23 million in recent years with significant numbers of redevelopment projects and affordable housing schemes.
Stockton Council’s cabinet member for regeneration and transport, Councillor Mike Smith, welcomed the decision of the council to build new facilities in town which will boost the local economy and create new jobs whilst offering a good service.
Mr Smith said: “This is tremendous news for Billingham and honours the council’s commitment to create such a facility in the town.
“The service centres have been hugely successful and popular elsewhere in the borough and also help attract many people to go into the town centres.” added Councillor Smith.

There has been a significant increase in the number of vacancies advertised in the building construction industry, despite the negative forecast on UK unemployment figures to reach almost 3 million by the end of this year.
Recruitment consultants have reported an increase in construction vacancies for the first month of this year. One of the UK’s largest construction engineering recruiter has reported a rise of more than 50% in the number of advertised construction vacancies on their website, careerstructure.com.
Data published by the Recruitment and Employment Confederation (REC) has shown that engineering and construction workers were the most sought after employees in the UK. In contrast, the demand for hotel and catering staff has significantly declined according to the last survey from this year.
The Chartered Institute of Personnel and Development (CIPD) has published a report suggesting unemployment will continue to rise. However, the building construction industry is expected to continue to hiring more workers due to recent infrastructure projects and significant government investment.
The government has invested £5 billion towards infrastructure projects announced in the Autumn Statement in November, by Chancellor George Osborne. This has proven a positive incentive for the industry in regards to the progressive requirement as a result of business confidence and growth in the construction sector.

Unqualified Workers Not Likely to Find Employment – “More employment opportunities for qualified operatives”
One of the largest building companies in the UK, Major Home Builders Group (MHBG), has pledged today to continue with its initiative to only hire qualified workers in order to raise standards and tackle skills shortage in the construction industry.
The initiative between MHBG, one of the twelve largest UK home builders, and Construction Skills has encouraged more people to become professionally qualified in the building construction sector. An increasing number of companies in the building industry have committed to employ only qualified operatives as the very minimum for workers is have a Construction Skills Competency Scheme (CSCS) card.
More than half a million people took their CSCS cards last year. The test, which is required for all construction workers, has been an important factor for raising health and safety standards, as well as helping workers to improve their general quality of work.
Corporate Director at Construction Skills, John Cowley, welcomed the partnership between MHBG and Construction Skills saying that it is vital for the future of the building construction industry to have qualified workforce which is continually raising work standards and promptly complying with industry’s regulation framework.
Mr Cowley said: “We’re delighted that the MHBG has committed to this partnership. It is a major step forward in our drive to qualify the workforce, making our industry world leaders in the skills and training arena.”
As previously reported in the Sector Skills Agreement, the government has encouraged for a closer partnership between industry officials and training providers in order to encourage more workers to feel the benefits of becoming a professionally qualified person.
Managing Director of Redrow, a member of the MHBG group, Neil Fitzsimmons explained that the requirements for all workers, working on their sites, to have an appropriate qualification sends a strong message that the industry wants a qualified workforce, recognising that qualified workers get the job done faster, with fewer mistakes and accidents.

Overall, the survey, which is co-produced by KPMG, showed that companies are spending more on hiring permanent employees as opposed to part-time employment.
However, the highest increase in hiring full-time employees has been in the construction engineering sector which hired more people due to recent infrastructure projects and the substantial government investment into such projects.
The survey also reported that the rise in full-time recruitment was linked to higher client activity as well as the government’s commitment to cut red tape for small and medium businesses.
Head of business services at KPMG, Bernard Brown, welcomed the positive findings of the survey explaining that the rise of demand in permanent staff suggest the economy is recovering from the financial crises at 2008.
Mr Brown said: “There are signs within some industries that things are looking up. Amongst the engineering, construction and IT sectors demand for permanent staff has increased since the turn of the year. With so much attention being paid to these sectors at the moment, close attention should be paid to see if this is a trend set to continue as the year progresses.”

The new £340 million headquarters of UBS in London’s financial district is expected to be completed by 2014, meaning it could create more jobs for people in the building construction sector.
The Swiss bank has signed a pre-letting agreement with developers British Land and Blackstone for the construction work to start in April this year. Demolition and site preparation work near Liverpool Street station is currently underway, leading publication, Construction Enquirer, reported today.
UBS is the largest tenant in the 30-acre Broadgate development in London’s City financial district which will include four trading floors that can be adapted into normal office space.
The new building will pay attention to sustainability using photovoltaics and solar thermal panels to generate green energy while rainwater harvesting will reduce water consumption.
British Land said: “Demolition of the existing 4 & 6 Broadgate buildings is well underway and will be completed in April; with delivery of the new bespoke building on schedule for the first quarter in 2014.
“The joint venture has already placed or tendered around 60% of the project’s construction costs within budget and programme.”
Tim Roberts, Head of Offices for British Land, told Construction Enquirer: “This is another significant milestone in the development of the new UBS building at 5 Broadgate and a real boost for the City.
“The Broadgate estate continues to evolve to serve the needs of a range of city occupiers and the 30,000 people based there.” – Mr Roberts added.
The two developers, British Land and Blackstone, said UBS will occupy the new building for period of around 18 years.

As reported earlier this week, Heathrow Airport has announced to build a new terminal for the London Olympic Games to ease the increased traffic of people at one of the busiest airports in the world.
Building work at London Heathrow will create new jobs, transport networks and regenerate 6th runway in Heathrow Airport, which expects nearly 50% more passengers arriving on July 26, the day before the opening ceremony.
As part of preparations for the new terminal at Heathrow, building construction work will take place to build specialist lifts for Paralympians and improve facilities from which participating athletes will depart.
Nick Cole, Heathrow’s head of Olympic and Paralympic planning, asserted: “The London 2012 Games will be a unique operational task and a massive challenge for Heathrow.
“The airport is one of the most popular international airports in the world and already operates close to capacity.”- Mr Cole added.
Work is also currently underway on Heathrow’s new £2.2 billion terminal two, which will replace its existing terminals one and two once completed in 2014, with around 5,000 people to be employed on the site of this project.

Building and Construction work for the London 2012 Olympic and Paralympic Games has been completed on time and within budget – chief executive of the Olympic Delivery Authority (ODA), Dennis Hone, told Sky News.
Building the stage for the London 2012 Game has given people in the building industry across the UK unprecedented access to new jobs and career opportunities. Building work towards completion of the Olympic Park, in the heart of East London, has helped thousands of people in the building engineering sector to get employed and improve their current skills.
Mr Hone said: “We are in fine form ahead of the Games, having built the venues and main infrastructure on time and within budget.”
Even though building work has been officially completed and the venues handed over to organisers, there is still a lot post-building work to be done. All the sports equipment plus timing and scoring equipment as well as other temporary features are to be installed in the next month in the run up to the Olympics.
The building of a 100,000 sq ft of retail space for the Games including a 40,000 sq ft London 2012 mega store will be built before 16th July, the peak day for Olympic athlete arrival.
In addition to the existing facilities, another 11 areas sponsor showcase will be built, 362 toilet blocks, and 165 concession stands will be installed.

Planning permission has been granted to the biggest North East housing redevelopment on the banks of the Tyne which will create hundreds of jobs in the building construction industry.
The project is part of the government’s scheme to build 16, 000 new homes across England to deal with the current shortage of affordable houses as well as to help first time buyers with lower interest rates.
The government has recently argued that making homes more affordable for first time buyers will increase demand in the housing market and will help the building industry to generate more revenue.
The North East housing redevelopment will bring more jobs to the region as more than 1,800 homes will be built over the next 15 years in the Scotswood area of Newcastle.
Key developers and house builders involved in the project include Barratt, Keepmoat and Yuill; they expect to start building work on the first 400 homes this summer. The housing development will comply with Level 4 of the government’s Code for Sustainable Homes, which is higher than the currently required standard.
The government has said it will support first time buyers in their efforts to get on the housing ladder easier which will increase housing demand and generate more money in the building construction sector.
First time buyers will get support and funding from the Homes and Communities Agency’s FirstBuy scheme, which is part of the Government’s wider proposals to boost growth by simultaneously stimulating demand, tackling supply-side barriers and supporting local building priorities.
The New Tyne West Development Company, the private-public partnership formed by the builders and the city council, will be running workshops in coming months to help local firms and builders to bid for work on the development.

The government has backed up £32 billion plan today for high-speed railway which will create hundreds of thousands long term jobs in the building engineering sector, help the economy and cut the journey time from London to Birmingham to 49 minutes.
As reported this week, top business leaders and economists pushed the government to give green light to the high-speed rail (HS2) between London and Birmingham.
Transport Secretary Justine Greening backed up the first phase of HS2 in the Commons today, a 100-mile link, which will be built for 10 years and high-speed trains will start running by 2026.
“High Speed 2 is a scheme to deliver hugely enhanced rail capacity and connectivity between Britain’s major conurbations,” the Transport Secretary said.
“It is the largest transport infrastructure investment in the UK for a generation, and, with the exception of High Speed 1, is the first major new railway line since the Victorian era.”-Mrs Greening added.
The government has also argued that the project will generate £44bn of benefits to the economy over 60 years. The line is considered to be extended further north to Scotland in future decades.
Cities in the north of England such as Manchester and Leeds would also see reduced journey times and will be equally accessible when the whole project is finalised in 2032.
In a statement today, The Department for Transport said: “HS2 is not just about getting between London, Birmingham, Leeds and Manchester more quickly, but bringing faster services and many more seats to towns and cities well beyond the HS2 network.
“It would work just like a motorway. No one uses a motorway to get all the way from their front door to their final destination, but they use it because it offers high capacity and faster services – precisely what HS2 will offer rail passengers.”
